Which could explain a lot about some of the problems we have.
I think it would be beneficial if there was a weighting system, based on a written test which would seek to qualify you based on your understanding of both social issues (not your opinions or choices, though) and the system itself, i.e., laws, branches of government, social program mechanisms, tax distribution, etc.
If someone doesn't understand these things, I do not want them making decisions about how I have to deal with the consequences!
